Adds a new Medicaid eligibility category (27) for individuals ages 19-64 whose income does not exceed 138% of the federal poverty level, subject to approval of a Centers for Medicare and Medicaid Services waiver.

Requires eligible individuals to receive specific benefits including care coordination services provided by a provider-sponsored health plan as defined by Mississippi law.

Mandates that benefits be funded at no less than 90% federal medical assistance percentage, with remaining costs contributed by individuals and through hospital taxes under Section 43-13-145.

Effective date is July 1, 2020.
