Creates the Mississippi Board of Human Services consisting of 10 members with specific expertise appointed by the Governor (4), Lieutenant Governor (3), and Speaker of the House (3), all subject to Senate confirmation.

Board member requirements include one former Department of Human Services client, one attorney with human services background, members with knowledge of federal/state funding and specific programs (CCDF, TANF, SNAP), and three licensed master's level social workers with experience with vulnerable populations.

Board members serve staggered terms limited to two consecutive terms, with a chairperson elected every two years for no more than two consecutive terms; requires six members for quorum and mandatory monthly meetings.

Expands Executive Director qualifications to include strong administrative ability, knowledge of department service fields, understanding of the legislative process, and knowledge of state and federal funding streams, certified by the State Personnel Board.

Effective July 1, 2020, with Section 43-1-2 (establishing the department and Executive Director appointment authority) repealing on July 1, 2023.
