Beginning with fiscal year 2022 budget requests, the Department of Corrections must include a specific line item for each proposed expenditure of $5,000 or more, grouped by major objects of expenditure including personal services, contractual services, commodities, capital outlay, vehicles, wireless communication devices, and subsidies/loans/grants.

Starting with fiscal year 2022, the recommended budget and appropriation bills for the Department of Corrections must each contain specific line items for proposed expenditures of $5,000 or more, with line items in operating budgets corresponding to appropriation bill line items.

The Department of Corrections must report all vendor contracts exceeding $100,000 individually or in aggregate to the Governor, Lieutenant Governor, Speaker of the House, relevant legislative committee chairs, and State Auditor every 90 days.

The Legislative Budget Office must review Department of Corrections budget requests for compliance with line item requirements and may require revisions if requests lack sufficient specificity or detail.

The act takes effect July 1, 2020.
