Amends Section 47-5-158 to require the Department of Corrections to utilize no less than $2,500,000 of any unexpended Inmate Welfare Fund balance at the end of each fiscal year for transitional housing centers and other reentry purposes identified in offender discharge plans.

Specifies that the $2,500,000 reentry requirement repeals on July 1, 2022.

Brings forward Sections 47-5-109 and 47-5-109.1 regarding inmate canteen facility operations and third-party contract administration procedures for review and possible amendment.

Establishes procedures for the Inmate Welfare Fund Committee to evaluate third-party proposals for canteen services administration based on specified criteria including qualifications and commission expectations.

Takes effect July 1, 2020.
