Reconstitutes the Emergency Medical Services Advisory Council effective July 1, 2020, with membership appointed by the State Health Officer rather than the Governor, reducing total positions and changing composition to include EMS agency operators, educators, and EMS care recipients.

Creates a separate Mississippi Trauma Advisory Committee with 16 members appointed by the State Health Officer, including trauma surgeons, emergency physicians, nurses, hospital administrators, and representatives from Level 1-4 trauma centers.

Establishes staggered initial terms for both councils: 7 members of the EMS Advisory Council serve 2-year terms and 7 serve 3-year terms; 9 Trauma Advisory Committee members serve 2-year terms and 8 serve 3-year terms, with subsequent appointments for 4-year terms.

Requires both councils to meet at least annually and provide members with reimbursement for actual and necessary expenses plus per diem compensation authorized under Section 25-3-69.

Tasks both councils with advising the board on rules and regulations relating to emergency medical services and trauma care systems under the chapter.
