Creates a special trust fund designated the "Mississippi Veterans Home Perpetual Care Fund" in the State Treasury for administration, renovation, maintenance, and operation of Mississippi Veterans Nursing Homes.

Requires the fund's principal to remain permanently intact and not lapse into the State General Fund at fiscal year end, with all interest and investment earnings credited back to the fund.

Allows expenditures from interest or investment earnings upon requisition by the Executive Director of the Mississippi Veterans Affairs Board for nursing home administration and maintenance.

Permits expenditures from the principal only after the Governor declares an emergency and/or special need recognized by the Mississippi Veterans Affairs Board.

Establishes an initial transfer of $6,000,000 from any monies in the State Treasury credited to the Mississippi Veterans Affairs Board to fund the principal, effective July 1, 2020.
