Mandates that county boards of supervisors hold elections on the question of issuing county bonds for purposes enumerated in Sections 19-9-1 and 19-9-3.

Mandates that municipal governing authorities hold elections on the question of issuing municipal bonds for purposes enumerated in Section 21-33-301.

Eliminates the option for counties or municipalities to issue bonds without an election based on lack of written protests from qualified electors.

Requires publication of election notices once a week for at least three consecutive weeks in a newspaper published in the county or municipality, with first publication at least 21 days before the election.

Takes effect July 1, 2020.
