Converts four existing restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) to post-release reentry centers for individuals eligible for release, parole, or early release supervision who lack immediate housing access.

Limits stay at post-release reentry centers to 90 days or until alternative housing becomes available, whichever is shorter, and prohibits detention of otherwise eligible individuals for refusing placement.

Requires the Department of Corrections to provide residents assistance obtaining housing, employment/job skills training, state-issued driver's licenses or IDs, health care, educational services, cognitive behavioral programs, and drug/alcohol treatment services.

Authorizes the Department to seek federal and other funding for supportive services and develop evidence-based pilot programs focused on personal growth, overcoming problematic behaviors, and successful community reentry.

Repeals Sections 99-37-19 and 99-37-21 authorizing restitution centers and amends Sections 45-33-35 and 47-5-110 to conform with the conversion to post-release reentry centers; effective July 1, 2020.
