Requires the State Department of Education to translate and print uniform basic skills tests in the primary spoken language of students identified as English language learners, except for English language arts assessments which must be administered in English.

Mandates school districts to report to the state department the number, grades, and primary spoken languages of all English language learners enrolled in their schools.

Specifies that translated testing materials must use the method of translation and assessment module approved by the State Department of Education, with applicability limited to end-of-course testing for high school students.

Requires the State Department of Education to publicly report the number of English language learners participating in regular and alternate assessments, their performance data, and disaggregated results beginning July 1, 2020.

Takes effect July 1, 2020.
