Authorizes the Mississippi Secretary of State to establish a secure website allowing college students to submit electronic absentee ballot applications with their student ID and a signed application form from their institution's registrar.

Approved student absentee voter applications remain valid from date of approval until June 30 each year, after which students must submit new applications; Secretary of State must notify students at least 30 days before expiration.

Upon approval, student absentee voters are automatically mailed absentee ballots for all elections occurring during their approval period without needing to request ballots for each election.

Amends existing absentee voting statutes to designate student voters as a special category eligible for absentee voting by mail within 14 days before an election, with witness requirements limited to any person 18 years of age or older.

Establishes that students submitting electronic applications do not require notarization or oaths from officials, only signatures witnessed and stamped by the registrar or deputy registrar of their institution.
