Requires school districts that practice corporal punishment to adopt a policy allowing parents or legal guardians to opt-in to corporal punishment for their child each school year.

Mandates written notice to parents annually explaining the school district's corporal punishment policy and their right to request inclusion in the program in writing.

Prohibits school personnel from using corporal punishment on any student whose parent or legal guardian has not submitted a written request for inclusion in the corporal punishment program.

Removes immunity from liability for school personnel who use corporal punishment on students not included in the program or on students with disabilities.

Takes effect July 1, 2020.
