Reenacts sections 77-1-1 through 77-1-49 establishing the Public Service Commission with three members elected from Supreme Court districts, and removes references to motor carrier regulation throughout the code.

Extends the repeal date of Public Service Commission statutes from December 31, 2020 to December 31, 2024, and extends the repeal date for Section 77-1-55 (authorizing attorney and consultant contracts) from July 1, 2020 to July 1, 2024.

Allows utilities to treat renewable power purchases (solar, wind, biomass, storage) entered into after July 1, 2020 the same as other power purchases, including incorporating renewable purchased costs in rate base.

Changes the deadline for the Commission to provide fuel adjustment audit reports to the Legislature from January 15 to March 15 annually.

Repeals sections authorizing the Public Service Commission to employ rate experts and motor carrier regulatory personnel, and repeals the Department of Transportation's authority to employ motor carrier enforcement officers and inspectors.
