Reduces deadline for recording meeting minutes from 30 days to 28 days after recess or adjournment under the Open Meetings Act.

Requires public bodies with websites to post meeting minutes on their website within 35 days after adoption of the minutes.

Mandates public bodies maintain posted minutes on their website for at least 12 months after posting.

Exempts municipalities with populations under 25,000 and counties with populations under 50,000 from website posting requirements.

Provides that technological failures preventing public access to a public body's website do not constitute a violation of the Open Meetings Act.
