Authorizes issuance of state general obligation bonds up to $1,000,000 to assist Dynamic Dyslexia Design; The 3-D School and Evaluation Center with construction of a new building and related facilities in Petal, Mississippi.

Creates a special fund called the "2020 Dynamic Dyslexia Design; The 3-D School and Evaluation Center Fund" within the State Treasury to receive and disburse bond proceeds.

Bonds may not be issued after July 1, 2024, and shall mature no later than 25 years from date of issue.

Full faith and credit of the State of Mississippi is pledged to pay the bonds; if appropriated funds are insufficient, the State Treasurer shall pay any deficiency from other state funds.

Bonds are exempt from all Mississippi state taxation and may be validated in Chancery Court of the First Judicial District of Hinds County.
