Authorizes issuance of state general obligation bonds up to $3,000,000 to assist Dynamic Dyslexia Design; The 3-D School and Evaluation Center with construction of a new building and related facilities in Petal, Mississippi

Creates a special fund designated the "2020 Dynamic Dyslexia Design; The 3-D School and Evaluation Center Fund" within the State Treasury to receive bond proceeds and disburse them for the project

Bonds may not be issued after July 1, 2024, and shall mature within twenty-five years of issue

Full faith and credit of the State of Mississippi is pledged to pay principal and interest on the bonds, with the State Treasurer authorized to pay any deficiencies from the General Treasury

Bond proceeds and income are exempt from all state taxation, and bonds are legal investments for fiduciaries, banks, and insurance companies organized under Mississippi law
