Authorizes sheriffs, deputies, and constables in Mississippi counties to use radar speed detection equipment on public roads and highways outside incorporated municipalities that are under county board of supervisors jurisdiction.

Requires 50% of fines collected from radar enforcement to be deposited into a state highway and bridge special fund for maintenance, reconstruction, and repair of existing highways and bridges by the Mississippi Department of Transportation.

Requires the remaining 50% of fines to be deposited into a special fund for the Office of State Aid Road Construction to use exclusively on state aid roads in the county where the fine originated.

Prohibits the Mississippi Highway Safety Patrol from operating radar on highways within municipalities with populations exceeding 15,000 residents.

Takes effect July 1, 2020.
