Authorizes the City of Water Valley to levy a 2% tax on the gross proceeds of sales at restaurants operating within city limits.

Tax revenue must be used exclusively to promote tourism and parks and recreation within the city, placed in a special fund separate from the general fund.

Requires voter approval through a public election with notice published for three consecutive weeks, with 60% of qualified electors voting in favor needed to impose the tax.

Tax collection and payment handled by the Department of Revenue using the same procedures as state sales taxes, with revenues returned to the city by the 15th of the following month.

Act expires and is repealed on July 1, 2024, unless extended by the legislature.
