Requires towing companies to make towed vehicles available for recovery by the owner upon payment of all towing and storage costs.

Mandates towing companies be able to receive payment for towing and storage costs within twenty-four hours of the vehicle being towed.

Amends Section 85-7-251 of the Mississippi Code of 1972 to add these recovery and payment requirements.

Becomes effective July 1, 2020.
