Authorizes the Coahoma County Board of Supervisors, acting as trustees of the Coahoma County Reserve and Trust Fund, to withdraw up to $2,000,000 from the fund's corpus component to pay for equipment, installation, roadwork, utilities, and professional services for a new justice complex/jail facility/E911 facility and central fire station.

Establishes that fund withdrawals for the jail and fire station project are in addition to existing authorized withdrawals (5% annually, emergency declarations, or up to $500,000 for fiscal year 2018-2019 lease payment shortfalls).

Requires that if corpus component funds are withdrawn under this authorization, all earnings from the fund must be retained and used to repay the corpus until it reaches its pre-withdrawal balance before earnings distributions can resume.

Amends Chapter 912, Local and Private Laws of 2013, as previously amended in 2014 and 2019, regarding the governance and use of lease proceeds from Northwest Mississippi Regional Medical Center deposited in the reserve fund.
