Authorizes issuance of state general obligation bonds totaling up to $500,000 to fund repair, renovation, upgrades, and improvements to the Humphreys County Courthouse.

Creates the "2020 Humphreys County Courthouse Improvements Fund" within the State Treasury to receive bond proceeds, with unexpended amounts and investment earnings retained in the fund rather than reverting to the General Fund.

Grants the State Bond Commission authority to determine bond terms including interest rates (not exceeding limits in Mississippi Code Section 75-17-101), maturity dates (up to 25 years), and sale method, with all costs of issuance paid from bond proceeds.

Establishes bonds as general obligations of Mississippi backed by full faith and credit of the state, with any insufficient appropriated funds to be covered by the State Treasurer from unappropriated treasury funds.

Prohibits bond issuance after July 1, 2024, and exempts issued bonds and their income from all Mississippi state taxation.
