Appropriates $1,000,000 from the State General Fund to the Mississippi Development Authority for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Funds a study to determine if there is a statistical disparity in the number of minority contractors doing business with the State of Mississippi, as required by Section 57-1-57, Mississippi Code of 1972.

Requires the Mississippi Development Authority to submit a progress report on the study to the Legislature no later than December 31, 2020.

Takes effect July 1, 2020.
