Authorizes the governing authorities of Hattiesburg, Petal, and Forrest County to establish the Leaf and Bouie River Development District to encourage redevelopment through shared resources.

District governance comprises three delegates (one each from Hattiesburg Mayor, Petal Mayor, and Forrest County Board Chair, or their designees) with one vote each.

Member authorities may divert a minimum of 15% of ad valorem taxes collected within district boundaries, with option to contribute up to 100% of ad valorem, sales tax, or other taxes.

Diverted tax revenues must be dedicated solely for redevelopment purposes including recreation, infrastructure, planning, and investments that enhance economic viability within the district.

Member authorities authorized to receive revenues from private enterprise and federal and state grants, use personnel and equipment, and share joint ownership of public assets for the district's mission.
