HB 165 Summary

• State Board of Education must contract with a single entity to develop and administer ACT Aspire as the statewide assessment program for grades 3-10, Algebra I, and English II, fully implemented by 2020-2021 school year.

• Assessment system must include three components: standards-based summative assessments for grades 3-10, end-of-course assessments for Algebra I and English II, and a job skills assessment leading to nationally recognized career readiness certificates.

• Prohibits State Board from contracting with entities previously involved with Common Core State Standards/PARCC without specific legislative authorization.

• Authorizes issuance of standard diplomas to exceptional children with intellectual impairments who have Individualized Education Plans upon meeting IEP requirements and state board standards.

• Eliminates Multiple statewide assessments and restricts administration to only ACT Aspire components, Kindergarten Readiness Assessment, Third Grade Summative Assessment, and grade 11 ACT.
