Amends Section 97-37-5 of Mississippi Code to allow persons convicted of nonviolent felonies to possess firearms, bowie knives, dirk knives, butcher knives, switchblade knives, metallic knuckles, blackjacks, and firearm mufflers or silencers in their residence or motor vehicle.

Requires proof that the person resides in the home or owns the motor vehicle where the weapon is located to qualify for this exception.

Maintains existing prohibitions on firearm possession for violent felons unless they receive a pardon, federal relief from disability under 18 U.S.C. Section 925(c), or a state certificate of rehabilitation.

Preserves the existing felony penalty for violations: fines up to $5,000 and/or imprisonment for 1-10 years.

Takes effect July 1, 2020.
