Appropriates $26,500,000 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for Alcorn State University for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Allocates $1,500,000 for strengthening and enhancing STEM-related academic, research, and services programs at Alcorn State University.

Allocates $25,000,000 for construction of a new health and wellness facility on the Lorman campus.

Requires the State Treasurer to disburse funds upon warrants issued by the State Fiscal Officer in accordance with existing law.

Takes effect July 1, 2020.
