Appropriates $260,886.00 from special funds in the State Treasury to the Board of Examiners for Social Workers and Marriage and Family Therapists for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 3 permanent full-time positions for the board with the appropriated funds.

Allocates $20,000.00 to upgrade the Board's Licensing and Regulatory System (LARS) to a cloud-based system.

Requires the board to maintain accounting and personnel records in the same format and detail as fiscal year 2020 and to submit comparable budget requests for fiscal year 2022.

Establishes restrictions on salary increases and personnel actions, requiring State Personnel Board approval for any actions that would increase projected annual costs beyond fiscal year 2021 appropriation levels.
