Appropriates $117,418.00 from the State Treasury to the Mississippi Auctioneers Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Requires the commission to maintain complete accounting and personnel records in the same format and detail as fiscal year 2020, with future budget requests submitted in comparable detail.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service, or when making purchases without competitive bids.

Mandates that appropriated funds be expended in compliance with Section 27-104-25 of the Mississippi Code and prohibits state agencies from incurring obligations exceeding their appropriation.

Takes effect July 1, 2020.
