Appropriates $3,554,554.00 from special funds to the State Board of Medical Licensure for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 27 permanent full-time positions for the board with restrictions on salary increases and personnel actions without State Personnel Board approval.

Sets performance targets including 100% online license renewals, 100% individual renewals issued within 7 business days, and 4% recidivism rate for disciplinary actions.

Allocates up to $500,000.00 to the Mississippi Physician Health Program and up to $130,000.00 to the Mississippi Board of Pharmacy for the Prescription Monitoring Program.

Allows the board to recover direct costs from licensees found in violation of statute after notice and hearing, including investigation and proceeding expenses.
