Appropriates $144,020.00 from special funds to the State Board of Optometry for fiscal year 2021 (July 1, 2020 through June 30, 2021).

Authorizes one permanent full-time position for the board.

Requires the State Personnel Board to ensure personal services funding for fiscal year 2022 does not exceed fiscal year 2021 levels unless new programs or positions are added by the legislature.

Directs the board to maintain accounting and personnel records in the same format and detail as fiscal year 2020, and to submit budget requests in comparable format and detail.

Takes effect July 1, 2020.
