Appropriates $308,177.00 from the State Treasury to the Mississippi State Board of Physical Therapy for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 3 permanent full-time positions for the agency with appropriated funds.

Restricts salary increases and personnel actions to prevent Personal Services costs in FY2022 from exceeding FY2021 levels unless new programs or positions are added by the Legislature.

Requires the State Personnel Board to approve any escalations or transfers and mandates the Department of Finance and Administration approve salary escalations only with proof of available new or additional funds.

Establishes procurement preferences for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service.
