Appropriates $138,948.00 from the Mississippi Athletic Commission Fund to defray expenses of the Mississippi Athletic Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 1 permanent full-time position for the agency; prohibits salary increases for fiscal year 2022 unless new programs or positions are added by the legislature.

Requires the Mississippi Athletic Commission to maintain accounting and personnel records in the same format and detail as fiscal year 2020, and to submit fiscal year 2022 budget requests in comparable format.

Sets the annual salary of the Commission Chairman, who serves as ex officio recorder of permits and licenses, at $40,000.00.

Establishes that purchases should give preference to Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires compliance with state spending limitations and IRS contract employee reporting requirements.
