Appropriates $1,527,284.00 from the State General Fund to the Office of Capital Post-Conviction Counsel for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates an additional $214,502.00 from special funds in the State Treasury to the same office for fiscal year 2021.

Authorizes 9 permanent full-time positions for the Office of Capital Post-Conviction Counsel.

Requires the office to maintain accounting and personnel records in the same format and detail as fiscal year 2020, and to submit fiscal year 2022 budget requests in comparable format and detail.

Takes effect July 1, 2020.
