Appropriates $11,073,566.00 from the State General Fund to the Mississippi Department of Insurance for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 144 permanent full-time positions for the department with restrictions on salary increases and escalations without approval from the State Personnel Board and Department of Finance and Administration.

Allocates $15,079.00 to the Mississippi Fire Personnel Minimum Standards and Certification Board and $20,000.00 for National Conference of Insurance Legislators annual dues.

Appropriates $250,000.00 for the State Fire Marshal's Office for fire safety prevention services and supplies, plus $130,000.00 from the Propane Education and Research Program Fund.

Provides $1,500,000.00 for the Rural Fire Truck Acquisition Assistance Program and reappropriates $730,000.00 in unexpended balances from previous fiscal years.
