Appropriates $4,968,718.00 from the State General Fund for the State Fire Academy's operating expenses for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 63 permanent full-time positions for the State Fire Academy with restrictions on salary increases and personnel actions without State Personnel Board approval.

Establishes performance targets requiring the academy to train 14,000 students at an average cost of $398.51 per student during fiscal year 2021.

Reappropriates $84,500.00 from the Capital Expense Fund for an Airport Firefighter Crash Truck project previously authorized in HB 1640 (2019).

Requires the State Fire Academy to maintain complete accounting and personnel records in the same format as fiscal year 2020 and to report performance measures in the fiscal year 2022 budget request.
