Appropriates $9,109,232.00 from the State General Fund and $2,796,092.00 from special funds to the Mississippi Library Commission for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 47 permanent full-time positions for the commission with restrictions on salary increases and personnel actions without State Personnel Board approval.

Allocates $3,661,115.00 specifically for health insurance costs for full-time library staff members in Mississippi public libraries.

Requires minimum expenditure of $1,000,000.00 for the Magnolia Database and establishes performance targets including 45,000,000 searches on MAGNOLIA and 120,000 children participating in the Statewide Summer Library program.

Takes effect July 1, 2020.
