Appropriates $10,177,111.00 from the State General Fund and $255,773,578.00 from special funds to the Department of Environmental Quality for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 274 permanent full-time positions and 236 time-limited full-time positions for the department.

Establishes performance targets across multiple environmental areas including air quality, waste management, water quality, mining operations, and administrative efficiency.

Requires the Executive Director to transfer up to $250,000 from the Pollution Emergency Fund for legal division activities and up to $100,000 for household hazardous waste collection grants.

Permits the Executive Director to transfer cash between special fund treasury funds under DEQ control with written justification submitted to the Legislative Budget Office and Department of Finance and Administration.
