Appropriates $750,895,203 from the State General Fund to the Governor's Office-Division of Medicaid for medical assistance and administration for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates $383,053,961 from the Medical Care Fund and $5,414,427,360 from special source funds to the Division of Medicaid for the same fiscal year.

Appropriates $63,230,003 from the Health Care Expendable Fund, allocated as $9,000,000 for CHIP Program and $54,230,003 for Medical Program Matching Funds, with authority to shift funds between allocations as needed.

Authorizes 976 permanent full-time positions, 4 permanent part-time positions, 32 time-limited full-time positions, and 0 time-limited part-time positions for the Division.

Allocates $4,161,095 to Delta Health Alliance for the Mississippi Delta Medicaid Population Health Demonstration Project and up to $2,750,000 for a temporary dialysis transportation program for eligible low-income elderly and disabled patients.
