Appropriates $24,801,175.00 from the State General Fund to the Department of Rehabilitation Services for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates $211,309,657.00 from special funds available to the department, including $3,681,802.00 from the Health Care Expendable Fund designated for federal matching, Independent Living Programs, and services for deaf and hard of hearing individuals.

Authorizes 950 permanent full-time and 8 permanent part-time positions, plus 205 time-limited full-time and 1 time-limited part-time position.

Allocates up to $100,000.00 for the National Federation for the Blind (NFB) News line service providing telephone access to newspapers for blind and visually impaired persons.

Establishes performance targets for fiscal year 2021 including 90,000 disability determinations, 10,683 vocational rehabilitation clients served, and 3,050 clients rehabilitated.
