Appropriates $527,796 from the State General Fund to the State Soil and Water Conservation Commission for administrative expenses and operations for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Appropriates $7,366,379 from special funds in the State Treasury to the credit of the commission for fiscal year 2021.

Authorizes 11 permanent full-time positions, 1 permanent part-time position, 5 time-limited full-time positions, and 0 time-limited part-time positions.

Allocates up to $65,000 of general funds for a Beaver Control Cost Share program to be established on a fund-matching basis with county governments.

Authorizes the commission to retain funds from the sale of equipment and to receive and expend proceeds from bond sales authorized under Section 69-27-331 et seq., Mississippi Code of 1972.
