Appropriates $41,765.00 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2020.

Directs the agency to submit its fiscal year 2022 budget request to the Joint Legislative Budget Committee in a format comparable to the fiscal year 2021 budget request process.

Establishes preference for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Prohibits the agency from incurring obligations exceeding the appropriation and holds responsible officers accountable for violations; effective July 1, 2020.
