Authorizes expenditure of $6,236,664.00 in special funds for the Pat Harrison Waterway District for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 48 permanent full-time positions and 20 permanent part-time positions for the district.

Requires the Pat Harrison Waterway District to maintain accounting and personnel records in the same format and detail as fiscal year 2020, with comparable budget request submissions.

Directs that Mississippi Industries for the Blind receive preference in competitive bids when price, quality, and service are equal, and in non-competitive purchases.

Requires that appropriated funds (except for current operations) be deposited at interest with state depositories at rates not less than 1% below the U.S. Treasury bill discount rate.
