Appropriates $12,159,684.00 in special funds to the Yellow Creek State Inland Port Authority for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 17 permanent full-time positions for the Authority.

Allocates $50,000.00 for salary increases to fund overtime, callback, or standby pay.

Requires the Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2020, and submit fiscal year 2022 budget requests in comparable format.

Directs preference to Mississippi Industries for the Blind when two or more bids are received with equal price, quality, and service terms, or when purchases are made without competitive bidding.
