Appropriates $20,209,440.00 from special funds to the Pearl River Valley Water Supply District for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 116 permanent full-time positions and 1 time-limited full-time position for the district.

Allocates $200,000 for salary increases specifically for overtime, callback, or standby pay.

Requires the district to waive traffic control fees for vehicles displaying "REZ" tags and to provide priority scheduling and fee waivers for ESPN Bass Masters Classic, FLW Major Open, and Catch A Dream Foundation Bass Classic events.

Establishes conditions for fund disbursement, accounting records maintenance, and compliance with state personnel and fiscal requirements.
