Appropriates $79,683,809.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2021 (July 1, 2020 - June 30, 2021).

Authorizes 39 permanent full-time positions for the port authority.

Allocates $135,000.00 specifically for overtime, callback, or standby pay salary increases.

Requires the port authority to maintain accounting and personnel records in the same format as fiscal year 2020 and submit budget requests in comparable detail.

Directs that general funds cannot replace federal or special funds for authorized salaries, and that all expenditures must be directly related to state port operations.
