Appropriates $49,318,887.00 from the Veterans' Home Purchase Board's revolving fund for operating expenses and new home loans for fiscal year July 1, 2020 through June 30, 2021.

Authorizes 18 permanent full-time positions for the Veterans' Home Purchase Board with restrictions on salary increases and reallocations without legislative approval.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2020 and submit comparable budget requests to the Joint Legislative Budget Committee.

Authorizes the Veterans' Home Purchase Board to escalate, budget, and expend up to $10,000,000 in funds from any source for making new home loans in accordance with Department of Finance and Administration rules.

Establishes that appropriated funds must be expended in compliance with state law, prohibits agencies from incurring obligations exceeding their appropriation, and gives preference to Mississippi Industries for the Blind in procurement decisions.
