Authorizes the Board of Supervisors of Jackson County to allow existing lighting districts to expand through annexation of adjacent areas using the same procedures required for original district creation.

Permits two or more adjacent lighting districts to merge into a single district upon majority vote of their boards of commissioners, subject to public hearing requirements.

Requires public hearings with at least 10 days' notice in a county newspaper before creating new districts, annexing areas, or merging districts, with all affected property owners given opportunity to be heard.

Allows the Board of Supervisors to assess and levy millage to cover construction and maintenance costs of lighting districts, with revenues deposited to a special county fund and expenditures requiring board approval.

Establishes that lighting district commissioners must be owners of real property and residents within the district, and that districts may only be dissolved by unanimous resolution of the board of commissioners.
