Authorizes issuance of up to $1,200,000 in state general obligation bonds to assist Claiborne County with repairs and preventative maintenance of Grand Gulf Road, with no bonds to be issued after July 1, 2024.

Creates a special "2020 Grand Gulf Road Repair and Preventative Maintenance Fund" within the State Treasury to be maintained separately from the General Fund, with unexpended amounts and investment earnings retained in the fund.

Specifies that bond proceeds shall be used for road repairs including correction of erosion that could impact Grand Gulf Nuclear Station's Emergency Evacuation Plan and the primary access road for approximately 800 nuclear station employees and tourists.

Establishes that bonds are general obligations of Mississippi with full faith and credit pledged by the state, bearing interest at rates not to exceed limits set by Mississippi Code, with maturity not exceeding 25 years from date of issue.

Authorizes the State Bond Commission to act as issuing agent, determine sale method, advertise and accept bids, and handle all matters related to bond issuance and sale, with proceeds transferred to the special fund and disbursed by the Department of Finance and Administration.
