Appropriates $1.00 from the Budget Contingency Fund to the Department of Education for COVID-19 related expenses through June 30, 2021, including distance learning and technological improvements under the CARES Act Section 5001.

Appropriates $1.00 from the Budget Contingency Fund to the Board of Trustees of State Institutions of Higher Learning for COVID-19 expenses through June 30, 2021, as allowed under CARES Act Section 5001.

Appropriates $1.00 from the Budget Contingency Fund to the Community College Board and public community and junior colleges for COVID-19 expenses through June 30, 2021, under CARES Act Section 5001.

Requires the State Superintendent of Education to certify to the State Fiscal Officer that all expenditures qualify for reimbursement under CARES Act Section 5001 before funds may be spent.

Takes effect July 1, 2020 and repeals June 30, 2021.
