Authorizes issuance of state general obligation bonds up to $3,000,000 to fund repair, renovation, and improvements to buildings in Batesville to house the Concourse Workforce Training Center.

Creates a special fund designated "2020 Concourse Workforce Training Center" within the State Treasury to receive bond proceeds and disburse funds for project costs under Department of Finance and Administration direction.

Grants the State Bond Commission authority to prescribe bond forms, determine sale methods, advertise for bids, and issue and sell the bonds, with all costs of issuance payable from bond proceeds.

Establishes that bonds are general obligations of Mississippi with full faith and credit pledged; principal and interest mature within 25 years and are exempt from state taxation.

Requires all remaining fund balances after project completion to be applied toward debt service on the bonds, and prohibits bond issuance after July 1, 2024.
