Creates the City of Jackson Land Bank Authority to acquire, manage, and dispose of vacant, abandoned, or tax-foreclosed properties within Jackson to promote economic development and revitalization.

Authorizes the authority to acquire property by purchase, gift, transfer, or foreclosure (except through eminent domain), hold it in the authority's name, and dispose of it to public or private entities.

Establishes an expedited confirm and quiet title procedure allowing the authority to record notice of pending action, conduct title searches, provide notice to identified property owners, and obtain court judgment vesting clear title within 90 days.

Authority is exempt from taxation, cannot levy taxes or special assessments, and cannot exercise eminent domain; board members serve without compensation but may be reimbursed for expenses.

Authorizes the authority to issue bonds and notes (maturing within 30 years) secured by available revenues, with option for city to pledge limited or unlimited tax backing if voter-authorized.
